Rochester Hills City Engineer

General Description

This position is responsible to provide administrative oversight, leadership, planning, and coordinating within the Department of Public Services; to ensure essential services are provided to maintain the public infrastructure to provide for public safety, health and welfare; and ensures quality and timely services by the Engineering Division.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  1. Directs the work of and manages the Engineering Division and other assigned personnel.  Assigns tasks, reviews work and prepares performance evaluations.
  2. Researches, recommends, develops and implements policies and procedures for operational effectiveness, sustainability, and safety.  Monitors all operations for efficient and effective application of department policies, procedures and standards.
  3. Develops work plans and strategies to meet Department needs-both short term and long term; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success.  Ensures clear direction, proper implementation and City conformance to legal requirements.
  4. Provides leadership and management to all assigned staff.  Audits work on a regular basis to ensure adherence to pertinent regulations.  Directs staff on complex work and provides guidance with interpreting the application of policies and procedures.
  5. Identifies training needs and opportunities for the department.  Provides training, instruction, coaching, counseling, and mentoring to encourage optimal performance and for ongoing development needs.
  6. Implements and supports departmental goals and objectives.
  7. Participates in the recruitment process for new employees.  Recommends employee transfers, reclassifications, promotions, disciplinary action, and discharge.
  8. Assists in the development, of the annual department budget.   Monitors budget throughout the year.  Identifies and develops future capital improvement projects.
  9. Communicates engineering standards and ordinance requirements for project planning meetings, pre-construction meetings, or other communications for engineers, consultants, developers, residents, and technicians.
  10. Directs the department's project design review and private site plan review.  Assists and guides engineering staff as needed.
  11. Oversees services provided by external engineering vendors contracted by the Department.  Schedules and monitors work completed for the Department. Reviews and approves invoices for services rendered.
  12. Attends progress meetings with the Department Director and other managers to review the status of projects.
  13. Attends Council meetings as directed to communicate construction project awards or special project presentations.
  14. Receives and handles questions and concerns from the public, elected officials, and City staff pertaining to public construction projects and Department matters.
  15. Assumes the duties of the Director during an absence.
  16. Other duties as assigned.

 

Required Minimum Qualifications/Desirable Qualifications

MINIMUM REQUIRED QUALIFICATIONS

  • Bachelor's Degree in Engineering;
  • Eight (8) years of experience as an Engineer in utilities or infrastructure;
  • Three years of directly related, progressively responsible administrative and supervisory experience;
  • Michigan Professional Engineer License;
  • Valid Michigan driver's license with no more than four (4) points currently on record.

PREFERRED QUALIFICATIONS

  • Master's Degree in Engineering or related field.

Note Regarding Starting Wage:  Each position at the City of Rochester Hills has an assigned Pay Grade consisting of 6 steps.  New employees generally start at Step 1 to allow for growth and wage progression, aligned with the City’s annual review process. The City will evaluate the applicant’s skills and experience to determine whether a higher Step placement is appropriate.
